
Mr. Vladan Dubljević
Mr. Dubljevic currently holds a position as the Head of Hydrocarbon Administration of Montenegro,
where he was appointed in 2016. For seven years he was a Deputy Minister of economy. He has a long and extensive
experience in the oil and gas field. Mr. Dubljević was directly in charge of
establishing a new upstream sector in Montenegro (including the legal framework
and models of contracts, organization of Data Room and the First Bid round for
the exploration and production of Hydrocarbons in Offshore Montenegro, evaluation
of the bids and finally awarding the contracts for the exploration and
production of Hydrocarbon in Offshore Montenegro).
Back in the
days, he started as geophysicist at the Geological Survey of Montenegro where
he was a leader of various geotechnical and hydrogeological projects, many of
them related to remote sensing and analysis of satellite surveys and GIS. He
has a professional experience as an advisor of the Government of Montenegro for
matters of oil and gas exploration and construction of the regional gas
pipeline.
He has 20
years of work experience and he holds a Master degree of technical sciences in the area of regional
hydrogeology and geochemistry from the University of Belgrade, Republic of
Serbia, and a Professional Master in GIS and remote sensing from the Instituto
Agronomico per L’Oltremare, Florence, Italy.
